The administration highlighted that in the coming years, the scale of distributed photovoltaic systems is expected to surpass that of large-scale ground-mounted solar farms. Industry insiders suggest that the official figures for China's national PV development in 2014 will be released by the end of this month, with distributed photovoltaics accounting for over 60% of the total new capacity.
The government is also preparing to issue the "Interim Measures for the Supervision of Photovoltaic Power Operation," aimed at regulating the integration of photovoltaic projects, electricity purchase processes, and subsidy distribution. This move is intended to ensure that PV policies are effectively implemented and that the industry continues to grow in a stable and transparent manner.

According to officials from the Energy Bureau, after the recent revision of the grid-connected tariff policy for photovoltaic power plants in September, the pace of project construction has significantly accelerated. It is estimated that in 2013, the country’s total installed photovoltaic capacity will increase by 10 million kilowatts, with approximately 7 million kilowatts coming from ground-mounted solar farms and 3 million kilowatts from distributed photovoltaic systems.

Ding Wenlei, executive director of Hangyang Solar, noted that the government’s support for distributed photovoltaics has become increasingly comprehensive. He believes that by the end of the year, a relatively complete policy framework will be in place, providing stronger guidance and incentives for the sector. This is expected to further drive market growth and encourage more private and corporate investment in renewable energy solutions.

As the focus shifts toward decentralized energy production, the role of distributed photovoltaics is becoming more critical in China’s broader clean energy strategy. With supportive policies and growing demand, the sector is well-positioned for sustained expansion in the coming years.
