In order to effectively combat and prevent all forms of illegal and criminal activities, further reduce crime rates, eliminate social risks as much as possible, and ensure the overall stability of public security in Zhengzhou, the city has launched a large-scale "anti-riot" operation starting on May 5. This initiative focuses on counter-terrorism, online environment regulation, dispute resolution, and maintaining social stability through targeted actions.
According to the official plan, on May 5, the Municipal Comprehensive Management Office led the effort, with public security agencies and various comprehensive management teams actively participating in the city’s first major cleanup operation. Over 100,000 personnel, including police officers, community assistants, traffic coordinators, defense team members, patrol officers, security guards, property managers, and volunteers, were involved in the operation. They conducted checkpoint inspections, carried out armed patrols in key areas, and increased public security control to ensure the safety and stability of the provincial capital.
The focus of the city's inspection efforts includes several key areas: first, intensifying checks on high-crime zones such as suburban areas, urban villages, residential buildings, and small businesses like bathhouses, cafes, hotels, karaoke bars, and beauty salons—collectively referred to as the “five small places.†Second, strengthening the management of migrant populations by checking individuals in small internet cafes and hotels, as well as those living in urban villages and residential buildings.
Third, enhancing street-level prevention and control by setting up checkpoints on main and secondary roads to detect and interrogate suspicious vehicles and people. Fourth, increasing armed patrols in high-risk areas, particularly targeting burglary hotspots and other dangerous zones. Fifth, improving traffic order by cracking down on drunk driving and other serious violations during peak hours.

On the evening of May 5, city leaders, including Huang Baowei, Secretary of the Political and Legal Affairs Committee and Director of the Public Security Bureau, visited several villages to inspect the progress of the cleanup. Police officers, along with community workers, conducted door-to-door checks at small hotels, internet cafes, and bathhouses.
"We check every site, no matter how small, to leave no blind spots," said Officer Zhao Guanghui.
The operation also implemented a strict household-by-house and person-by-person inventory system in urban villages, following the principle of “three meets, three doesn’t, and three leaks.†All temporary residents were required to register their names, ID numbers, occupations, and stay duration. The “three non-existent†individuals found were handed over to relevant departments, especially for small businesses such as internet cafes, bathhouses, hotels, karaoke bars, and beauty salons.
All city entrances and exits were equipped with checkpoints, with nearly 300 card points set up across intersections, back alleys, and high-risk areas. Traffic police also established 140 fixed checkpoints to monitor traffic violations like drunk driving and unauthorized vehicle movements.
In addition, police from Xinzheng, Xinmi, Fuyang, and Zhongli conducted inspections at 11 major entry points, focusing on suspicious vehicles and individuals carrying prohibited items. These measures aim to enhance security and ensure the safety of the entire city.
