On April 30, a provincial video surveillance construction and management conference was held in Handan. Vice Governor Li Ya attended the meeting and delivered an important speech. Liu Xiaoyun, Deputy Director of the Provincial Party Committee's Political and Legal Committee and Vice Director of the Provincial Comprehensive Management Office, presided over the event. Mayor Zhao Ruidong of Xiangyang began by welcoming all participants on behalf of the Liyang Municipal Committee and the Municipal Government. He provided an overview of the city’s economic and social development. Over recent years, Liyang has implemented the spirit of the 18th Central Committee’s Second and Third Plenary Sessions, carried out the Party's mass line education practice, and actively engaged in the “One Innovation and Two Excellences†campaign. By seizing the opportunities of the province’s three national strategies, the city has focused on scientific development, catching up with progress, and deeply implementing the “4321†development strategy while maintaining the “1234†working mentality. This has led to improved infrastructure, expanded industrial structures, and a revitalized mechanism, resulting in strong momentum for economic and social growth. In 2013, major economic indicators jumped significantly, surpassing the provincial average, with 16 key metrics ranking among the top in the province. Xiangyang is now on a fast track of development, reaching a new historical starting point.
Zhao Ruidong highlighted that the Xiangyang Municipal Party Committee and Municipal Government have prioritized the social security prevention and control system as a foundational project, advancing the construction of the “Starry Sky†technology prevention system. In 2012, the city included this system in its ten people’s livelihood projects, aiming for high-definition coverage in urban areas and villages. Through comprehensive planning, increased investment, and strengthened management, the city has made significant progress. A total of 480 million yuan has been invested, with over 8,000 high-definition and 26,000 standard-definition video probes installed. The goal of "three-tier platform, four-level networking, and high-definition coverage" has been largely achieved, creating a robust safety net that has greatly enhanced public security control, reduced criminal incidents, and ensured overall stability. In 2013, the city ranked first in the province for public satisfaction with law enforcement and safety surveys.
Li Ya emphasized that building a technical defense system and improving the social security prevention and control network is a long-term, systematic task. He called for a deeper understanding of the conference’s spirit, learning from other cities’ experiences, and using the “basic infrastructure construction and improvement†campaign as a platform. He urged further strengthening of technical protection, focusing on expanding coverage, ensuring quality, achieving information integration, enhancing practical capabilities, and securing funding. He also stressed the need for stronger leadership and coordination across departments to ensure the timely completion of tasks, contributing to the province’s stability and the well-being of its people.
