On April 30, a provincial video surveillance construction and management conference was held in Handan. Vice Governor Li Ya attended the meeting and delivered an important speech. Liu Xiaoyun, Deputy Director of the Provincial Party Committee's Political and Legal Committee and Vice Director of the Comprehensive Management Office, presided over the event. Several provincial leaders, including Sun Jianguo, Cui Xinfang, Ma Xidao, Ma Wanli, Zhang Tingjian, Ren Feng, Chen Fugang, Chen Zhizhong, Lu Yu, Lin Hanbi, Liu Xingbin, Mu Rongguo, Qu Jie, Yang Wensheng, and Zhang Wuping, were also present. In addition, officials from Xiangyang City, such as Mayor Zhao Ruidong, Shen Yanping, Shao Jingliang, Wang Tianyang, Wang Fenglan, Dean of the Intermediate People’s Court, and Shi Langgui, the Procurator of Shiyang Municipal People’s Procuratorate, attended or accompanied the delegations.
Mayor Zhao Ruidong of Xiangyang opened the meeting by welcoming all participants and briefly introducing the city’s economic and social development. He emphasized that in recent years, Xiangyang has implemented the spirit of the 18th Central Committee’s Second and Third Plenary Sessions, carried out the Party's mass line education practice, and actively participated in the "One Innovation and Two Excellences" campaign. By seizing the opportunities of the province's three national strategies, the city has focused on scientific development, catching up with progress, and deepening the implementation of the "4321" development strategy. The city has maintained a "1234" working mindset, built foundational advantages, expanded its structure, and improved mechanisms, resulting in strong momentum in economic and social development.
In 2013, Xiangyang achieved remarkable growth in major economic indicators, surpassing the provincial average and ranking among the top performers in 16 key metrics. The city has now entered a new stage of rapid development, marking a significant historical turning point.
Zhao Ruidong highlighted that building a social security prevention and control system is a long-term and systematic task. In recent years, Xiangyang has prioritized the construction of its "Starry Sky" technical prevention system as part of its ten people’s livelihood projects. With the goal of achieving high-definition, full-coverage urban and village monitoring, the city has made overall plans, increased investment, and strengthened management. To date, more than 480 million yuan has been invested, with over 8,000 high-definition cameras and 26,000 standard-definition cameras installed across cities, counties, and towns. This has led to a “three-tier platform, four-level networking†system, significantly improving public safety and reducing crime rates, ensuring social stability. In 2013, Xiangyang ranked first in both public satisfaction and law enforcement evaluation in the province.
Li Ya, in his speech, summarized the current status of video surveillance in the province, praised Xiangyang's achievements, and pointed out existing challenges. He outlined three main directions for future work: raising awareness and promoting the construction and management of video surveillance systems; accelerating standardization, aiming for clarity in goals, tasks, and responsibilities; and strengthening leadership to ensure the success of the "basic infrastructure improvement" campaign. All localities must work together, improve efficiency, and complete the tasks on time to contribute to the province's stability and the well-being of its people.
