90% of people in Shenyang riding electric cars don’t wear safety helmets

Yesterday, the Shenyang Traffic Police launched a large-scale campaign to address traffic violations on city roads, with several electric bike riders being fined for illegal behavior. During the operation, officers noted that many cyclists were not wearing helmets, a common violation among the public.

Since the city began cracking down on unsafe electric bike practices—such as running red lights, riding on motorways, and carrying extra passengers—numerous riders have been caught and penalized. Some individuals have even received multiple fines in a single day.

At 7:30 AM, the reporter observed the traffic station at Guangrong Street, near Shisanwei Road in Heping District. While most pedestrians and non-motorists followed traffic rules, a few still chose to ignore them, moving through intersections without regard for signals or regulations.

At 8:10 AM, a traffic officer pulled over a man riding an electric bike. “Don’t take my photo. It’s embarrassing. I know it’s wrong. I’ll pay the fine,” he said. The 40-year-old rider was carrying another person on the back of his bike. To avoid being photographed, he turned his head away or covered his face with his hand. Eventually, he handed over 10 yuan and left quickly after receiving the penalty.

In the past hour, six electric bike riders were fined by the police. Among them, two were caught carrying extra passengers, three ran red lights, and one was found riding in a motor vehicle lane. Most of those stopped expressed understanding of the law and were willing to accept the fines.

“On Glory Street, more than a dozen electric bike riders are fined every day,” said a traffic officer on duty.

The reporter learned that during yesterday’s crackdown across 546 key locations, over 90% of cyclists were found not wearing safety helmets. This highlights the ongoing challenge of ensuring road safety for all users, especially those on two wheels.
