US anti-dumping case against diamond circular saw blades in China (3)

On June 14, the US Department of Commerce announced that the United States decided to formally launch anti-dumping investigations on diamond saw blades and accessories from China and South Korea based on the application of the Diamond Saw Blade Manufacturers Alliance and its nine manufacturing companies. Previously, the US Department of Commerce decided to postpone the filing date for 20 days. After conducting a poll of the domestic industry and other data to confirm whether it has the support for the complaint, the US Department of Commerce believes that the producers or workers in the US support the case. The total output of similar industries in China has exceeded 50%. According to this, the applicants meet the industry support rate as stipulated by law. Therefore, the case was formally investigated. All relevant enterprises are requested to actively respond to the complaints. Relevant information excerpt:
The US Department of Commerce (DOC) officially announced the filing of the notice on June 14. The support rate of the US industry reached 53.05%. At present, the dumping margin of Chinese enterprises is 164.09%. At the same time, the investigation is initiated against South Korea, and the dumping margin is 63.61-67.99%. The following is the scope of product survey determined by the Ministry of Commerce:
The products covered in this survey include all round saw blades, whether or not they are grooved, and their working parts consist of diamond saw blades or parts, regardless of size and size, unless specifically excluded below. Products within the scope of this survey also involved semi-finished diamond saw blades, including diamond saw blade substrates and cutter heads. The diamond saw blade base is a round thin steel plate, and the diamond saw blade base is mainly made of alloy steel (but not only alloy steel) whether or not a non-steel sheet or groove is added. The diamond cutter head consists of a mixture of diamond (whether natural or artificial, regardless of the amount of diamond) and metal powder (not limited to iron, cobalt, nickel, tungsten carbide), and the two are made into a solid form (not limited to the hot pressing process). ).
A saw blade that directly bonds diamond to a substrate with a resin or electroplating bond is not included in the scope of this investigation because it does not contain a diamond tip. Diamond saw blades and substrates with thicknesses below 0.025 inches and above 1.1 inches are not included in the survey. Cutting blades with non-diamond blades, whether finished or not, are not included in the survey. A diamond saw blade base with a Rockwell C Hardness of less than 25 is not included in the survey. The saw blade or cutter head made of diamonds finer than 240 mesh (such as 250 or 260) is not included in the survey.
The products involved in this investigation are usually imported under the US Uniform Tax Code No. 8202.39.00.00. When packaged as a set of tools for packaging with a product that is separately classified under the Uniform Tariff No. 8202 and 8205, the diamond saw blade and its parts may be imported with a tariff number of 8206.00.00.00. Customs classification is only for the purpose of facilitating US Customs search. The written description of the scope of this investigation is decisive.
