At present, there are only three months left until the end of the 11th Five-Year Plan. Relevant officials believe that whether energy-saving targets can be completed on schedule will be related to the formulation of new energy-saving targets for the “Twelfth Five-Year Plan”.

Zhejiang opened the national precedent to announce the provincial government debt ratio
Recently, Chen Miner, the executive deputy governor of Zhejiang Province, reported to the Standing Committee of the Provincial People's Congress that as of the end of 2009, the government debt debt ratio of Zhejiang Province was 20.15%, which was 10.15 percentage points higher than the warning line. Among the 69 cities and counties, the three government indicators such as the government debt ratio of Sicheng City and County exceeded the warning line.

This is the first provincial-level local government to publicly disclose local government debt. Chen Miner said that this year, these counties and cities can no longer increase the scale of debt, and must take measures to reduce the debt scale to within 10% of the provincial warning line. At the end of this year, the central government's government debts will be managed by the financial department.
