The State Council abolished the measures for the administration of coal production licenses

The State Council recently issued a significant regulatory update by abolishing the "Measures for the Administration of Coal Production Licenses" and amending 25 other administrative regulations. Premier Li Keqiang signed the decree titled "Decision of the State Council on Repealing and Amending Certain Administrative Regulations," which marks a key step in streamlining administrative approvals and promoting more efficient governance. This reform is part of broader efforts to modernize government functions, reduce unnecessary bureaucratic hurdles, and empower local authorities to better serve their communities. By shifting focus from pre-approval controls to post-facto supervision, the government aims to foster a more dynamic and innovative business environment while ensuring regulatory compliance. The abolition of the coal production license measures reflects the evolving needs of the industry. With the removal of this specific regulation, the framework that once governed coal production licensing no longer applies. Additionally, several related provisions in four other regulations—such as those concerning township coal mine management, safety inspections, and accident prevention—have been updated accordingly. In addition to coal-related changes, the decision also includes the cancellation of several administrative approval processes, such as the registration of entry-exit express-exporting enterprises, inspection personnel, and inspection agencies. These updates align with the goal of reducing red tape and improving efficiency in trade and commerce. A total of 15 administrative regulations have been revised due to the cancellation of various approval projects. These include changes related to foreign investment, education, and international trade. For instance, the approval of oil, natural gas, and CBM (coalbed methane) external cooperation contracts has been removed, as well as the approval of cross-border science and technology awards and cooperative education institutions. Furthermore, the cancellation of certain qualifications for enterprises and individuals has led to revisions in three administrative regulations. These include the designation of satellite ground receiving equipment manufacturers, the certification of grain and oil quality inspection institutions, and the oversight of resettlement evaluation units for large water conservancy projects. Market access-related approvals have also been restructured. The approval process for monopoly commodity trading markets and international shipping operations has been simplified, reflecting a move toward a more open and competitive market. Finally, the decentralization of certain administrative approvals has resulted in four revised regulations. For example, the authority to approve experimental animal exports and foreign artistic performances has been delegated to provincial-level departments, while high-risk sports permits are now managed at the local level. Overall, these reforms signal a shift toward a more flexible, efficient, and responsive regulatory system that supports economic growth and innovation while maintaining necessary oversight.
