At the 24th Meeting of the Standing Committee of the Eleventh Party Standing Committee of Liaoning Province that ended on July 29th, the “Liaoning Province Environmental Protection Regulations for Petroleum Exploration and Development (Amendment)” was passed by the vote, which stipulates that “oil exploration and development units If there is any phenomenon of the random discharge, burial or incineration of sludge and other wastes, it will be fined not less than 10,000 yuan but not more than 100,000 yuan."

According to report, Liaoning Province has abundant oil resources. The Liaohe Oilfield in the region was once the third largest oil field in China. After the Liaohe Oilfield was put into production in the 1970s, the province’s crude oil output rose linearly, reaching 15 million tons by 1995, the highest in history. . At present, the average annual crude oil production in this province has remained at over 10 million tons. As an important national petrochemical base, the crude oil consumption in Liaoning has been growing steadily, and the behavior of arbitrarily discharging petroleum waste is also common.

The "Liaoning Province Petroleum Exploration and Development Environmental Protection Regulations (Amendment)" stipulates that environmental pollution prevention and control facilities for oil exploration and development projects shall be designed, constructed and put into operation simultaneously with the main project. The facilities for the prevention and control of pollution shall be subject to acceptance by the competent administrative department of environmental protection or the management institutions of Liaohe Nature Reserve and Linghe Nature Reserve. If the acceptance fails, the petroleum exploration and development project may not start work. In addition, due to special requirements such as production process requirements or physical exploration, petroleum exploration and development units that must be continuously operated should submit applications to the environmental protection or related departments of the people's governments at or above the county level, and they can only do so after agreement.

It is reported that the "Liaoning Province Petroleum Exploration and Development Environmental Protection Regulations (Amendment)" will be implemented on October 1 this year.
