Shen Hongwen, researcher of China Investment Advisor New Energy Industry Research Institute, believes that the introduction of the nationwide PV grid benchmark price will promote the large-scale start-up of the domestic photovoltaic market. However, the main problem of the new PV on-grid benchmarking price is that the “one size fits all” approach ignores the differences in costs due to different lighting conditions in different regions. Western regions such as Tibet, Qinghai, Xinjiang, Inner Mongolia and other regions have long sunshine hours and are suitable for large-scale construction of photovoltaic power plants. However, the illumination time in the eastern region is relatively short and the cost is higher than in the west. This means that the profitability of building photovoltaic power stations in the west is higher than in the east. It can be foreseen that after the implementation of the new PV grid benchmark price, the installed photovoltaic capacity in the western region will increase significantly.

But this leads to another contradiction, namely the contradiction between the ever-expanding photovoltaic installation capacity and the grid with limited capacity. This summer, it is estimated that the surplus power of the grid in Mengxi is about 6.4 million kilowatts, that of the Northeast grid is 13 million kilowatts, and that of the northwest grid is 14 million kilowatts. It can be seen that the power grid capacity and power transmission capacity in the western region have lagged far behind the pace of power development. With the large-scale construction of photovoltaic power plants, how the power grid adopts new power has become an important issue.

With the establishment of photovoltaic power grid benchmark prices, the construction of photovoltaic power plants in the western region will usher in a new upsurge. In order to ensure that new power capacity is accepted by the power grid, the government must vigorously strengthen the power grid construction and promote the transmission of electricity. The synchronization of photovoltaic development and power grid construction is an important part of promoting the growth of photovoltaic power generation. Otherwise, photovoltaic power generation will be in trouble due to Internet access problems.

The "2011-2015 China Solar Photovoltaic Power Industry Investment Analysis and Prospect Forecast Report" issued by China Investment Advisors pointed out that the uneven light distribution and uneven power consumption in China have brought difficulties to the development of the photovoltaic industry. Once the installed capacity of photovoltaic power in the western region has grown significantly, the shortcomings of insufficient power grid capacity will be fully exposed.
